Arrest Records in Franklin County
The Franklin County Sheriff's Office makes arrests in the county and serves as the practical law-enforcement contact for cities without a published police department. Preston Police keeps its own incident and arrest reports. Idaho State Police can also create a report when its officers act. Each agency is custodian of the file it created.
An arrest can yield several records. The officer writes an incident or arrest report. An external jail creates a booking entry. Fingerprints may create an Idaho BCI cycle. If the prosecutor files charges, iCourt opens the court case. Arrest charge, filed charge, and final outcome can differ.
Franklin County Has No Published Roster
Franklin County publishes no county jail, booking roster, mugshot site, or round-the-clock inmate line. The county court page instead links to Bannock County Detention Center, Cache County Jail, and Caribou County Detention Center. That does not mean every Franklin County arrest goes to one of them. Dispatch must identify the actual destination.
Call the Franklin County Sheriff at 208-852-1234. Preston lists option 2 for 24-hour dispatch. Do not call 911 for record research. Ask where the person was transported, then use the receiving facility's official roster or desk. The geography of custody matters more here than a generic county-jail search.

Franklin County Arrest Agency Counters
The sheriff's office has no posted arrest-request form or fixed report fee, so direct contact is required. Preston Police has a downloadable 2026 form. Idaho State Police reports use the ISP public-records route. A city clerk cannot supply a sheriff or police report just because an event happened inside that city.

Arrest Records: What They Contain
A Franklin County arrest report and a receiving-jail booking entry overlap but are not the same file. The report can include the event narrative and legal basis. Booking documents intake, custody, and release. Protected victim, minor, witness, medical, confidential-source, and active-investigation data may be redacted.

Preston Police's 2026 Arrest Form
The Preston Police 2026 Record Request Form is a PDF, not an online submission portal. It asks for a record description under Idaho Code §74-102, inspection or copies, contact details, delivery by pickup, mail, or email, residency attestation, and signature.
Idaho residents receive the three-business-day response rule, with extension to ten. Nonresidents have 21 business days, extendable to 35. Material and reasonable labor can be charged when protected content must be deleted. The form publishes no fixed page price, payment method, identification rule, or notarization rule.
Recent Franklin County Bookings
For a fresh arrest, facility information can precede an iCourt case. Confirm the receiving jail with dispatch. Bannock's official roster moved to the free “Bannock County Sheriff, ID” app, which also advertises daily activity and warrant tools. It is a Bannock tool, not a Franklin County roster, and it matters only after Bannock custody is confirmed.
Cache and Caribou keep their own rules and search channels. VINELink may provide custody notifications for participating facilities. A person who has been sentenced or transferred to state custody may appear in the IDOC Resident/Client Search, which updates daily and covers incarceration, felony probation, and parole. Federal custody belongs in the BOP inmate locator.
IDOC accepts a last name or IDOC number, with optional first name. Former clients remain searchable, but completed convictions stop displaying. That makes it a custody and supervision locator, not a lifetime Franklin County arrest index. The federal locator likewise covers federal custody and release data, not county bookings.
What Preston's 62 Arrests Represent
Official 2024 Crime in Idaho data reports 62 Preston Police arrests, including 54 adults and eight juveniles. Preston Police also reported 132 Group A offenses, of which 27 were cleared. The Franklin County Sheriff's broader reporting jurisdiction recorded 51 adult arrests, 87 Group A offenses, and 22 cleared offenses.
These are agency and jurisdiction totals, not findings of guilt. One arrest can involve several alleged offenses, and a clearance is not the same thing as a conviction. Sheriff totals also cannot be divided into Franklin City or Weston totals. The official data does not support that leap.
Preston's agency population base was 6,282, while the sheriff series covered a broader jurisdiction. The totals should not be added and called a count of unique people. Juvenile and adult arrest counts remain distinct. Use the figures for agency context, not to infer that any named person was arrested or found guilty.

Arrest Records vs Conviction Records
The arresting agency records custody and allegations. The Franklin County court records the prosecutor's filed charge and the legal outcome. BCI may connect both through fingerprints and reported dispositions, but missing prints or delayed matching can leave gaps. Verify the outcome in the court file.

When Franklin County Arrests Reach BCI
A booking can reach Idaho BCI when fingerprints and arrest data are submitted and matched. The clerk later reports dispositions so BCI can connect an outcome to the arrest cycle. Missing prints, delayed reporting, or a failed match can leave a gap. A person reviewing their own record can use BCI's review and challenge process and provide a certified dismissal when seeking eligible removal under Idaho Code §67-3004(10).
BCI's central file is not a substitute for the creating agency's report. It may identify an arrest cycle and a reported outcome, but it does not hold every incident narrative, video, property sheet, or receiving-jail detail. Request those items from the Franklin County Sheriff, Preston Police, ISP, or the actual detention facility. For an outcome, compare the BCI entry with the signed Franklin County court order.
Idaho also distinguishes a name-based check from a fingerprint-based check. A name request can be affected by similar names and incomplete identifiers. Fingerprints provide the stronger identity match for self-review. The research lists a $20 name check, while fingerprint fees changed in 2026 and the sheriff's local add-on was not confirmed. Ask BCI and the sheriff for the current total before paying.
If a dismissed arrest cycle remains on a personal BCI record, eligibility for removal is narrow. The official application requires the supporting disposition material, such as a certified dismissal. Relief under §67-3004(10) is different from Clean Slate shielding or a court set-aside. The thirty-day agency process described in the BCI material should not be treated as a promise that every request qualifies or will be granted.
